Essential Freedoms

In the State of the Union on January 6th 1941 for the American Congress, Franklin Delano Roosevelt  spoke out the Four Freedoms Speech. This speech marked the vision with which the US started to cure the evil in the world at that time. This was necessary because some countries (Germany and Japan) crossed the border of the world civilization. At this time again some countries are at a point in which they may cross the border and commit an act of physical aggression to their neighbor or to the people within their state.

“In the future days, which we seek to make secure, we look forward to a world founded upon four essential human freedoms. The first is freedom of speech and expression –everywhere in the world. The second is freedom of every person to worship God in his own way– everywhere in the world. The third is freedom from want, which, translated into world terms, means economic understandings which will secure to every nation a healthy peacetime life for its inhabitants –everywhere in the world. The fourth is freedom from fear, which translated into world terms, means a world-wide reduction of armaments to such a point and in such a thorough fashion that no nation will be in a position to commit an act of physical aggression against any neighbor — anywhere in the world.”

Within countries there should be an democratic foundation with which the civilization will be established. With the democratic foundation there will be freedom of fear. Without fear the people prosper. The foundation for the freedom of fear consist of Democracy, the Rule of Law and the Referendum. Every citizen shall be able to elect and to be elected. There shall be no restraint on the election of on those who will be or who are chosen. Law should govern a state. Rule of law implies that every person is subject to the law, including people who are lawmakers, law enforcement officials, and judges. The govern process must have a feedback through the referendum.

Democracy is established upon four principles. A political system for choosing and replacing the government through free and fair elections. The active participation of the people, as citizens, in politics and public life. Protection of the human rights of all citizens. A rule of law, in which the laws and procedures apply equally to all citizens. Every State should publish a Constitution and a Constitutional Court should control the constitutional process.

The Rule of Law has four fundamental principles. Accountability, Just Laws, Open Government and Accessible & Impartial Dispute Resolution. The government as well as private actors are accountable under the law. The laws are clear, publicized, stable, and just; are applied evenly; and protect fundamental rights, including the security of persons and property and certain core human rights. The processes by which the laws are enacted, administered, and enforced are accessible, fair, and efficient. Justice is delivered timely by competent, ethical, and independent representatives and neutrals who are accessible, have adequate resources, and reflect the makeup of the communities they serve.

The Referendum should be used to modify or to correct the representative system. The referendum cannot be used for every Law. Every Constitution should apply the right for the Referendum. Freedom of voters to form an opinion. When a referendum is applied the outcome should be respected by the democratic representatives on any level.
